China, Russia plan joint military exercise

Bush describes Russia as a great friend of the United States. If this is the case, why are they helping an aggressive militaristic expansionist empire like China? Why is there no criticism of Russia in the international press (by 'criticism', I mean 'criticism that I can notice without looking for it' -- you know, the kind of criticism the U.S. gets). What if the U.K. decided they wanted to take Normandy back from France? (Queen Elizabeth II is technically Duchess of Normandy.) Assume that Britain had been building up her military and had been issuing aggressive statements claiming ownership of Normandy. How do you suppose the international press would portray the United States if we shared military technology and engaged in joint exercises with the United Kingdom?
